At the July 16, 2009 Senate Budget Committee hearing on H.R.3200, "America's Affordable Health Choices Act of 2009," CBO Director Douglas Elmendorf testified that the House Democrats' Tri-Committee bill "SIGNIFICANTLY EXPANDS" health cost growth even without inclusion of proposed Medicaid expansion and Medicare changes.
